i was wondering every time i open my gp the home page is just blank white and it says intelligent cloud insight , would anyone know how i can disable this

You appear to be running into a known issue. This will be fixed in the upcoming January hotfix for GP 2018, but you can also edit and run the following query for your affected users to get your home page back:
INSERT INTO DYNAMICS..SY08100 VALUES ('sa', 2, 0, 1, 1, 0, 0, 1, 0)
The blog that Kerry referred to is to edit the Intelligent Edge Insights page, but it would not have any impact on your users' home pages.
