Create sales Pick work in smallest unit of measure

I am creating Sales Order pick work for an item that uses different units of measure. The item is purchased in packs (PK) and is inventoried in Each (EA) and Sold in Each (EA).

1 PK = 10 EA

A sales order is placed for 20 EA. The pick work that is generated has a work line to pick 2 PK.

We want to have the pick work line generate for 20 EA instead of 2 PK. How can this be achieved?

Will the system always create pick work in the largest unit or can it be configured to always generate pick work in the INVENTORY unit of the item.
