Is there any direct process to upgrade Navision 4 to Navision 2015. If not then what is the procedure.

There is no direct process.
You have to first upgrade to 2009SP1 or R2 and it should be workable in RTC.
then upgrade 2009SP1 or R2 to 2015.
You can upgrade 4. 0 to 2013 and then from 2013 you need to upgrade to 2015. Check this link

If you have to upgrade to NAV2013 then it should be upgraded to NAV2009 or SP1 or R2.

instead of that you can upgrade to NAV2009SP1 or R2 and then directly upgrade to NAV2015
I'm with Mohana, the most direct way is upgrade to 2009 and then to 2015.
