What should I do to make seamless Login experience for users(user account is in onpremise) (by using SSO)

When the  user Accounts are stored on Premise. and the user already have Active Directory Accounts.

(only one  Option)

a)Synchronize active Directory with Microsoft Office 365

b)License all users for Microsoft Dynamics 365 in the Office 365 admin Portal.

c)Implement ADFS

d)Create accounts within Microsoft Office 365 Admin portal

    This is correct. Your local adfs server will then automatically log users in without a challenge for password. They  will still need to select their username when initially accessing dynamics.
