Tax Detail ID finder on Receivings Tax Summary Entry screen

My users in one company recently complained that they could not use the Finder (magnifying glass) next to the Tax Detail ID column on Receivings Tax Summary Entry screen. It is grayed out.

It is suposed to bring up the Tax Details screen. I know because I did some testing and it is only this company that has the grayed out "finder" problem. I created a test user with the same rights as one of the users (Roles and Alt/Mod ID) and  granted this access to two of our GP companies. I logged in to the problem company, and to another company and see different results. I also tried as the 'sa' user with the same behavior.

There is no field level security set.

What would cause a user with the same GP security to see this in one company and not in another.

GP 2010 (11.00.1667) Transactions, Purchasing, Receivings Transactions Entry. Shipment/Invoice, Tax (between Miscellaneous and Total) in the bottom right corner. Right arrow to the Receivings Tax Summary Entry screen. Between the Tax Default ID and Total Purchases columns is the grayed out finder.

Going to the Tax Detail Maintenance screen and looking up the Tax Detail ID with the finder on that screen works OK.

    Go to Tools >> Setup >> Company >> Company >> Options.

    In here there are some settings - compare those of the Good company with those of the Bad company.

    I don't see any settings in company options that could gray out the finder, but there is one difference on the company1 Options screen - "Enable Reverse Charge Taxes" is checked

    I have been checking through company specific settings and haven't found anything yet that could potentially affect GP in this manner. Any suggestions are appreciated!
