Where is Visual Form Designer?

Following instruction to open  property of ActiveX control, but, I can't find the 'Visual Form Designer' anywhere? Is it in Visual Studio?

    You open the Visual Form Designer by right-clicking a form’s design in the AOT and selecting Edit.
