When you first register an image with the Developer Toolkit, they get deployed with the name you specify in the dialogue box.
However, if you then delete the step or the image in CRM and re-register using the toolkit they end up with 'No Name'
When you add images to the plugin registration step using the toolkit, although you can enter the name of the image, it does not add this to the CrmRegister file, so there's nowhere for this information to be hold, which is why it then gets lost if you have to re-deploy.
