I had the same issue and support was most helpful. I was looking at roles also, you need to look at the task level.
For the example below, I used the Security Role of Purchasing Manager.
You may be using a different role.
1. Go to MDGP | Tools | Setup | System | Security Roles
2. Select the ROLE you want to have access, I will use Purchasing
3. Under Display select Purchasing Manager
4. Select the Security Task ID of ADMIN_PURCH_POE05
5. Then drill back into the Security Task ID by double-clicking it.
6. Under Product select Encumbrance Mgmt.
7. Under Type select Windows.
8. Under Series select Purchasing.
9. Mark all options that are showing and click Save.
10. Then pull back up the Security Task ID of ADMIN_PURCH_POE05.
11. Under Product select Encumbrance Mgmt.
12. Under Type select Reports.
13. Under Series select Purchasing.
14. Mark the reports that you would like for the options.
15. Save all windows.
The steps from above will allow you to assign everything that is associated with Encumbrance Management to the Purchasing Manager Security Role. Then ensure that the PURCHASING MANGER role is assigned to the user in question by performing the following:
1. Go to MDGP | Tools | Setup | System | User Security.
2. Select the user in question in the User field.
3. Select the Company in question.
4. Mark the PURCHASING MANAGER role from the list and click Save.
