Develop Custom html based rich text editor control in dynamics Portal

Hello All, 
As per our requirement we need to develop custom HTML based Richtext editor control in dynamics Portal , where  we can create as many as rich text input control as per our need while click on button.
 
Could you please suggest the approach how we can achieve this in dynamics portal if any one came across similar requirement ?
