Is it possible to change an item number that has history?

Just to throw my cents in there is Changer from Corporate Renaissance Group. You would get the ability to change and merge items for the same price as just changing with the PSTL. Changer has been around a lot longer than PSTL as well.
You can purchase it through your GP VAR and use it yourself.
Is this tool available to licensed users or do you have to hire someone to come in ?
You can do this using the Item Number Modifier in Professional Services Tools Library. Otherwise, no.
