Keep in mind thought that this will typically be posted to the G/L Account that you specify, (discount) so if you use it as a charge then the charge will also post to that same account...
NAV doesn't allow negative value for invoice discount, is this a new feature in BC?
The easiest way to actually achieve this on an existing sales order is actually to do a negative 3% invoice discount.
That is a solution you can use out of the box with out any customization.
If you're looking to increase all your line item prices by 3%, there is no standard way to do this at once. You may have to do it one by one(per line). Alternatively, you can ask reach out to your partner to get an extension developed for you to be able to do this. Does not seem like it'll be a big customization after-all
you could use Adjust item cost/prices batch job to increase the prices
