We were getting the same error yesterday (1/4/2022), but it has gone away today. Had it in both Production and Sandbox. Our Sandbox environment did not have any PTE customizations installed.

I did ask around and we were wondering internally if these specific tenants have not been upgraded for a while due to a blocking PTE or if these tenants went out of support somehow in sense that they haven't been upgraded for a while so they do not get further updates anymore.
Would you please provide us the build numbers of these specific tenants so we can verify supportability of them so we can verify how old these are?
You can also send me a direct message via this forum with tenant ID's so I can look them up. Best probably is to raise a support request so we can track it correctly and assist you in a more direct way!
Last, we really would like to assist you and your customers to address this issue as it does not look good.
