Maybe the post you read is out of date, and it was updated once in 19 years. You see that this post was posted in 18 years, and MS flow can be disabled at this time, but the comments sent in 20 years also show that if you enable flow in your organization, you will not be able to disable it.
You can try to use the Ribbon workbench to disable the flow button as they suggest.

Interesting, because when I google this issue I see forums and blogs showing that a person can just click No.

Please don't be confused, because a clear statement has been made in the description of this setting, this is the description quote:
Show Microsoft Flow on forms and in the site map. You cannot disable Microsoft Flow once it is enabled in your organization.
Once Microsoft Flow is enabled in your organization, you cannot disable it.
