Site Builder - Country/ Region Picker not showing up in Header Container

I followed the steps in the below documentations but am having trouble configuring my site in multiple languages. Confirming I added multiple languages/ countries to my online channel in Commerce HQ. I also added the multiple locales in my Site Builder via Site Settings> Channels. But when I add the Country/ Region picker module in my Header Container fragment, it doesn't populate. Any ideas on any missing steps?
