How to choose the copilot license and cost affected by creating custom bots/agents

Dear Team,
 
we are planning to build our own custom chatbot in microsoft copilot studio. In microsoft website it was mentioned as  3 license for copilot studio below. I am not sure which one to choose. Kindly guide me. Additionally once we built the chatbot do all the employees who are going to use need to pay a cost for messages.

    Microsoft offers three licensing options for Copilot Studio, each with different use cases:

    1. Pay-as-you-go

    • No upfront cost
    • You pay only for what you use
    • Requires an Azure subscription
    • Good for testing or small-scale deployments

    2. $200/month messaging pack

    • Includes 25,000 messages/month
    • Billed annually
    • Offers full access to the graphical development environment, generative AI tools, analytics, and multi-channel deployment
    • Best suited for building and deploying custom chatbots for internal use across the organization

    3. Microsoft 365 Copilot ($30/user/month)

    • Designed for extending Microsoft 365 Copilot with custom agents
    • Requires a qualifying Microsoft 365 subscription
    • More focused on enhancing productivity tools like Word, Excel, Outlook

    Recommendation:
    If your goal is to build a custom chatbot for internal employee use, the $200/month messaging pack is the most appropriate. It gives you the full development environment and tools needed to build, test, and deploy chatbots across multiple channels.

    Regarding message costs for employees:
    Once the chatbot is deployed, employees do not need individual licenses to use it. The cost is based on the number of messages processed, not per user. So as long as you stay within the message quota (e.g., 25,000/month), there are no additional costs per employee.
