How to subscribe to Dynamics 365 Business Central notifications or service health

Many partners, CSP's, customers and MVP's request information about getting proactive information about service health of Dynamics 365 Business Central. Especially when there is an issue that is important enough to get notified about. In Office 365 portal, this can be configured but you need to subscribe to it:
