RMS Arbitrary loop in receipt hangs

I am trrying to create a Arbitrary loop like follows but it hangs RMS, can anyone help?

<IF>
<CONDITION> (HistoryCount &lt; 5) </CONDITION>
<THEN>
<SET name="Loop" type="vbBoolean"> True </SET>
</THEN>
<ELSE>
<SET name="Loop" type="vbBoolean"> False </SET>
</ELSE>
</IF>
<set name="HistoryCount" type="vbint">HistoryCount + 1</set>
</for>

    <for each="Loop"> is the problem...   You cant do this, because [transaction].loop does not exit within qsrules.  

    You cant just make up a name for the for each xml tag.  it wont work.
