Disable Contact Sync in Outlook

As title. Is there an easy way to disable this system wide?

I am about to perform a large rollout of the new Outlook client, and I want to avoid downloading 30k contacts to each client if possible!

    This should help you out www.powerobjects.com/.../stop-automatic-crm-to-outlook-syncing-contacts  

    You can also disable the contacts under security rolls.

    Thanks. That was the article I was thinking of but couldn't recall where I'd seen it.

    If I understand correctly, disabling the contacts sync needs to be either done on each individual client, or via the SDK to do it globally?

    You can disable globally from system settings.

    Where? I can see where can globally filter information within the contact, but not disable the sync for the whole contact entity?
