What is your definition of close in this scenario? do you mean posting them or deleting them?

In order to Archive your PO automatically, just go to Purchase & Payable Setup and Tick mark as per below image field.
and for your second questions, you have to do a little customization or create a batch report which will create a Archive of all your PO.
