How can Business Central help manage inventory levels and prevent stockouts in an e-commerce environment?
For ensuring you always have stock you can setup Re-Ordering policies on the item/SKU card, which will help you generate requisitions whenever stock levels fall below a certain amount. You can also specify if you want to maintain Maximum inventory or the likes. Have a read below:

Take the e-commerce out of the equation, that is just a source of demand (same as any other sales channel). Business Central helps businesses manage inventory based on the Item Planning and Forecasting capabilities in the system. Hopefully that gives you a place to start on your engagement with the client.
I think the answer to your question also depends on the e-commerce solution you have and the integration you have between BC and your e-commerce platform.
BC have no problems delivering real time availability to you your e- commerce platform if your platform can consume the right time of BC integration.
