Slow for all users EXCEPT System Admin

About a month ago* some of my users reported that Dynamics Lists loaded slow, they couldn't open records for about ten seconds, and when they loaded Lists or Records, the List or Record Menu Bar (Save / Save & Close / New / Assign / Flow / etc.) took about 10 seconds to appear.
 
In testing, it seems the ONLY way to fix this is to give users the System Admin security role.  Giving ANY OTHER role results in the issue.  I even cloned the System Admin role, and assigned that, and those users STILL had the slow issue! (Obviously, I do not want to give all users System Admin access!  For one thing, I can't use security to then hide records from users we don't share those records with, etc.  SO this is a BIG issue. 
 
I tested on Chrome, FireFox and Edge.  It is not a browser issue, it's the same on all browsers. It makes the system VERY slow!
 
I am going to submit a ticket to MS, but wondering if anyone here knows how to fix this issue?  Is anyone else experiencing this?  It's definitely relatively new, we've been using Dynamics online for a decade + and never had this issue!   
 
(* This may have been going on for longer, but that's when I heard of it. I am a System Admin and have not had this issue except in testing.)

    Issue resolved.  We discovered that one of our new plug-ins has a menu item, and only users with security privileges to use that plug-in (Click2Export) were NOT experiencing the slowdown.  Giving all users access to that Plug-in resolved the issue.  I may experiment with using the Ribbon customizer to remove the menu item, but for now we are running good since we have no real concerns about all users having access to that feature.

    --Suggestions for improving the loading speed of forms.
    But it's best to get feedback from Microsoft, where the support staff can investigate what's really causing your environment to load slowly, as well as provide targeted measures.
