In Standard, Created by is not enabled in VendPurchOrderJour table. You have to manually enable and sychronize.

As indicated by Abbas, CreatedBy field is not enabled on table VendPurchOrderJour I missed it. One way is to access the field CreatedBy on table PurchParmTable by filtering the record with the required PurchId and (field)ordering equal to "Purchase order".
