Limitations regarding of selling the end-user license

I have a question regarding the sales of NAV2016 end-user license for my customer who is located in Slovenia and would like to merge newly bought company which is located in Austria into their database.

Is it true that I as MS Partner in Slovenia cannot sell the end-user license to a customer in Austria? The Austrian customer is a subsidiary of my customer in Slovenia, who already has an end-user license for NAV2016 with X users.
I would do the same as I have always done, merge the AT localization into the W1 database, and purchase additional user licenses for current end-user license.
 
I would like your feedback regarding any regional limitations of selling end-user licesne for NAV2016? I know, NAV2016 licenses cannot be sold anymore, but still my customer is on NAV2016, and new company from Austria has been aquired and thus I would like to merge the NAV2016 AT localization into the NAV2016 W1 database. So, BC is out of the question, for now. Only additional users have to be purchased for current end-user NAV2016 license.

    I haven't heard of such restriction from Microsoft. Any partner should be able to generate license for any customer. Partner in Slovenia, can generate license even for Australia if needed. I have heard that some partners just don't want to issue other country licenses, and are forwarding customer to their "friendly" partner in that country, that does the same.

    The restriction could be regarding that You want to extend the current license - and it already has the mark, that it is for Slovenia, therefore could be some issues with Austria localization, but if You want to merge it into W1 version, then I think the problem should not arise. 

    Only thing that You should be aware is that if the BREP is not active for that license (for NAV2016) then You will not be able to do any modifications for the license (like adding additional users).
