Interpretations for the new licensing model

Hello, we all learn about the new licensing model that was communicated in October 19. 

Among the news we learnt that (extracted fom the excellent article of Charles Ma https://us.hitachi-solutions.com/blog/dynamics-365-and-power-platform-licensing-and-entitlements-guide/

- Administrators and makers do not need a Dynamics 365 license. PowerApps per user license is enough as long as somebody in your environment is licensed for a Dynamics 365 app.

- Many other types of users do not need Dynamics 365 licenses. You can license a less expensive PowerApps license and still use the core platform or custom model driven apps, even in the same environment used by Dynamics 365 licensed users.

We you ask Microsoft Support for Gold partners to validate thoses assumptions, they are not able to confirm. In fact they barely understand the points which are key for a Dynamics developper and they answer by quoting contradictory versions.

Could anyone confirm, and provide reference about the point above?

    In addition to the trial plans, there is also a free Power Apps Community Plan. This is a special plan that allows individual self-service sign up and it provides an individual environment that the user can use to build apps and flows

    Non-licensed users/application users/Users with special free licenses

    Common Data Service also provides the ability to have identities that do not require any user license to interact with the service. There are three types of these users:

    Additionally there are special free ($0) licenses which are used to interact with Dynamics 365 applications like Dynamics 365 Marketing. See How Marketing is licensed.
