Vacation Accrual Cap per pay period

My client would like to accrue vacation only on the first 70 hours worked in a pay period. They use payroll but also own human resources. Is there a way to cap the per pay period accrual without using a second pay code for the hours over 70?

Any suggestions are appreciated.

Any recommendations on who I could contact for more information HR vacation accruals? I can't even find a decent user manual.
