Unable to create more than two Talent instances

I am trying to add another Talent instance, already having two, but have noticed that the "Add" link is greyed out:

Is there a hard limit on the number of Talent instances that can be added to an LCS project?  If not, then could this be as a result of licensing restrictions?

    Yes, there is a hard limit of two Talent instances per tenant.
