GP2013 R2 Workflow 1.0-Approver limits

Hello Folks. I'd appreciate input from anyone who has experience in this area please.

In setting up the workflow, we'd like to say that Approver Jo can approve up to a limit of 1,000.00 and Approver Toni can approve from 1,000.01 up to 9,000.00, etc. Unless I'm missing something, it does not seem like this is possible at the Approver level. It seems like I have to build many tests on the user who has submitted the requisition. Is my understanding of this correct please?
