Can you grant a user inquiry only access in GP 2010

Yes. Setup a Security Role that includes only the inquiry windows that you want the user to be able to view. Then assign that role to the desired users.

Yes, you can. You can either set up custom security tasks that access Inquiry windows only for different modules.
You can also use the canned security tasks, usually starts with *INQ like the ones below:
Yes. Open Security Role Setup window(Tools-->Setup-->System-->Security Roles). In that window create a new role id and mark all the task id starting with "INQ" and click Save button. Then open user security window(Tools-->Setup-->System-->User Security) to assign the role id to user which you want to give inquiry access.
