Add filter on "not empty" field in a permission set

In a permission set, is it possible to add filter where the condition is "not empty"
 
Exemple: 
I want users can access incoming document for only those who are already associated to a document (record is not empty)

    In Dynamics 365 Business Central, permission sets are typically used to control user access to tables, fields, and actions. However, they don't directly support adding filters like "not empty" conditions. Filters like this are usually implemented through code or configuration outside of standard permission sets.
