GP2013 SP2 manufacturing machine and labor codes missing option on OH

I am working in GP2013 SP2 and have noticed that you can set the defaults for machines and labor to either Amount / percent, but in the actual setup of same, the options are not longer visible (the screen is grayed out). Is this something new to SP2 and we no longer have the option to change the default setups?
