D365 App Install stuck

I am trying to install the Business Performance Planning onto D365 F & SCM environment and for 3 days it has been stuck saying Install Requested.  what is the problem and what can I do to get this moving?

    The issue of the Business Performance Planning app being stuck in the "Install Requested" status for several days can occur due to various reasons. Here are some steps to troubleshoot and resolve the problem:
     
    1. Verify Environment Compatibility
    • Ensure that the environment meets the prerequisites for the app installation:
      • The environment should be a Tier-2 (multi-box) environment.
      • Confirm that the environment is in a supported geography (e.g., USA, UK, Canada, etc.).
    2. Check Licensing Requirements
    • Verify that the tenant has a Finance premium license. Without this license, the app installation may not proceed.
    3. Review Power Platform Admin Center
    • Go to the Power Platform Admin Center and navigate to the environment where the app is being installed.
    • Check the Dynamics 365 Apps section for the installation status.
    • If the status remains stuck, try canceling the installation and reinitiating it.
    4. Clear Pending Installations
    • If there are other apps or updates queued for installation, they might be causing a bottleneck.
    • Clear any pending installations or updates before retrying the app installation.
    5. Check for Errors in Logs
    • Review the environment logs for any errors related to the installation process.
    • Look for issues such as connectivity problems, missing dependencies, or conflicts with other installed apps.
    6. Restart the Environment
    • Restart the environment to refresh the system and clear any temporary issues that might be blocking the installation.
