Licenses are not correctly reflected

Hi there,

Today we had an increased number of users reporting licensing issues to us. Here's an example for this:

This application requires an appropriate license. This user with userId=XXXXXX does not have appropriate license(s) to access this application uniqueName=Customerservicehub with Id=XXXXXX  from publisher=dynamics365customerengagement. An appropriate license is required with one of these service plans : 'Dynamics 365 for Customer Service' : XXXXXX  . After checking the Microsoft 365 admin portal, we actually realized that for some users, we had the wrong license assigned.

After assigning the correct user license to the users, those user license issue messages still remained.
In effect, this means that several users that have a valid license assigned are locked out of our system.

Anyone here experiencing the same issue?
How can this be fixed?

    Hello.

    I believe that the user was successfully synced.

    the user should now have access to the app.

    can you please confirm? if you are still facing a delay on the user sync I would suggest you to raise a support case with us.

    Thanks for your answer - this was actually helpful.

    I just checked the export and there were no non-conformant actions on our account detected.

    So I understand that having non-conformant licenses will lead to a loss of functionality.

    But even after assigning an appropriate license to the user, they still could not access the different Dynamics apps.

    I'd assume once I assign a Customer Service license to the user, he'd immediately gain access to the system. However, this was not the case - with an Customer Service license, the user still got the "no license found" error.

    Is the license status synced with the Dynamics instance? Can you manually trigger this sync?

    Hello FlowwithoutW,

    The behaviour that you are reporting, looks related to the Team Member License Enforcement.

    What does this enforcement include?

    Enforcement on January 31st, 2021 is associated basically to:

    - display the 3 team Member apps (Sales team Member, Customer Service team Member, Project Resource Hub) to all Dynamics 365 CRM Environment.

    - remove/prevent displaying the rest of the Out of the Box applications (Sales Hub, Customer Service Hub) as well as Custom Apps (Canvas/Model Driven) that do not have an app pass.

    Today you should no longer be impacted by this issue as Microsoft reverted this the enforcement and provided some additional days for you to validate if your users are on compliant scenario. In order to ensure that your apps/users have the the proper licenses associated please follow the walkthrough below:

    How can an user/Administrator validate if they’re compliant?

    Information is available on docs.microsoft.com/.../team-members-license There’s a Report that reflects the users, actions and entities that might be incorrect. IN order to access this, Administrators have to navigate to PowerPlatform Admin center:

    On “Analytics” click on “Dataverse”

    ON the reports page, click on the top arrow next to “Download”

    Select the report for “Non conformant usage by users with Team Member license”:

    This will download an excel file with the data.  If all users/accesses are compliant, the excel file should be empty with this message:

    However, if uses are executing incorrect actions or using incorrect entities, the message should be something like:

    For any non-compliant users, administrators should re-evaluate their licensing footprint to potentially step them up to the corresponding Dynamics 365 Full User license.  Please note that this report is based on Actions and not on access: this means the report will show actions executed on tables that are not within scope of a team Member.  If a user is executing an action within scope (Updating activities or contacts but using a different application for example) is not expected to appear on the report.

    Hi!

    To force the user sync into the environment you can

    From the Microsoft Power Platform admin center, select the environment to which you want to add users.

    Select Settings > Users + permissions > Users.

    You'll see the list of users that have already been added to the environment. This user list includes users with enabled and disabled status. More information: Enable or disable users

    Check to see whether the user you want to add might already be present in the environment by doing a search (because automatic user addition might have added the user already). If you don't find the user in the environment yet, select Add user.

    In the Add user pane, enter the user's name or email address, select it, and add them to the environment. Note the requirements for successfully adding a user, and see enable a user in an environment for details about how to ensure the requirements are met.

    After a user is added to the environment, as the role is already assigned no further action will be needed. Ask user to clear browser cache and access the environment.

    Next time please avoid provide Guid's, UPN's, URL's and confidential info please ;)
