Simple query, why can I not see Microsoft Teams Webinars as a streaming provider option on the list as attached?
After you flip the Do you want to stream this event toggle to Yes, you will have three options for selecting the streaming provider, as per: https://docs.microsoft.com/en-us/dynamics365/marketing/teams-webinar#event-streaming-options

In the same documentation you mentioned, you can find the following note:
Please check if you have the license to Teams Service according to Microsoft Teams service description - Service Descriptions | Microsoft Docs.
You can also check your license information in Microsoft 365 admin center.

I have the same issue and I know I have correct Teams licensing as I am able to create Teams webinars directly from Microsoft Teams.
I am on the latest version of Dynamics 365 Marketing: 1.35.10074.1038

Thank you very much for your answer. We will consider this licensing issue in future cases.
In the instance we were dealing with, the customer effected couldn't see any of these options one day & then the next they appeared after we changed nothing.
As part of this, we wanted to avoid the message during testing:
Essentially, what we've discovered is that the Teams Meetings will only start when the Owner of the meeting is present in the meeting. I can imagine this has frustrated many!

The following settings need to be set to have Teams Webinar option in the Dynamics Marketing application:
AllowPrivateMeetingScheduling: True,
AllowMeetingRegistration: True,
WhoCanRegister: Everyone
