I can go into WorkCalendarTable - Working times - Compose working times and it will work for any date after 2/28/2020
When I try to compose for 2/28/2020 - it will say Operation completed - but I never get dates for 2/28/2020 or earlier.

I had tested it using dates back to 2015 and they got visible when I changed the session date.
The earliest date I see now is 3/1/2020.
But changing the session date in either method still does not allow me to see earlier dates.
There are two options. On the start screen, there is a calendar. Selecting a date will ask you to confirm the session date. Otherwise you can navigate to Common > Common > Session date and time.
Note that a web browser refresh (F5) will reset the session date as well.

Actually, it does work as per your setup. The form has a default filter to show about 30 days in the past and all future records.
You can change the session date of your Dynamics 365 session to see older records.
If you look at Working times of your calendar, do you see dates earlier than 29.2.2020?
I have a calendar called Standard - it has no base:
At a minimum it should coming back with some sort of error - because I see nothing has changed.
Also, "Compose working times" is using calendar as it's base. Does the calendar that you use have working times before 27.02.2020?
My guess is that it has something to do with when the system went live.
When did your system go live ? Try creating a working time before then.
Could you provide exact repro steps?
I didn't experience such issue when quickly trying it.
