In Power Platform Admin Center → Resources → Dynamics 365 apps, check that Business performance planning shows status = Installed, not just “Installing”. If it is stuck, remove and re-install the app from Get more apps. Sometimes first-time install doesn’t finish all dependent solutions.

we suspect this issue may be due to the old publisher version used for packaging the solution?
Step 1: Go to https://make.powerapps.com/ login with admin access. Step 2: Click on "Apps" and in the Business Performance Planning app, click on the edit icon as shown in the image. Step 3: Go to "Pages", click on any page, and then click on "Edit".
Step 4: If you get a popup asking to open the app, click on "Open App".
Step 5: Click on the "Save" and "Publish" buttons.
Step 6: Reopen the app; it should work.
