We notice that the 'Total Balance' field within the 'Financial Journal' page does not change upon creating journal entry lines.
Our environment recently got updated to v20.0.37253.38055
Prior to the update it was showing the sum of 'Balance Last Statement' + the line amounts.
Does anyone else experience the same?

Within this past week, Microsoft paused updating v20. I would highly recommend you contact your Partner to submit a support ticket to Microsoft. This could be another issue with the update of v20 and your country version.

Emptying the balance acc. no. does recalculate the 'Total Balance' field for the lines without an acc. no.
However in the past it was also recalculated when a balance acc. no was present.
If important, we are using the local functionality of Belgium.
e.g.
In addition to Steve's comment. Your screenshot shows balanced lines and these would not affect the Total Balance of your journal.

I have heard a several issues with v20. I would contact your Partner immediately to report this to Microsoft. Yesterday they halted v20 updates so make sure your Partner reports this.
