Hi,
if the owner of the report is at highest level in BU, you should give organization level access to the report for user 'X'.
No necessary to move user to same BU.

You will need to give organisation level access to user 'X' so that they can view report 'A', unless 'MS CRM' user and user 'X' are in the same Business Unit.
