We are doing integration with a third party vendor. They are asking us to provide data package with CSV file inside it. But when I checked the CSV file that data export in D365f&O generated, the file type is "Microsoft Excel Comma Separated Values File" which is causing issue with the integraton

No, it doesn't mean that this CSV file isn't a CSV file.
It seems that the first picture is from Windows OS which has Microsoft Excel associated with files with .csv extension. And the other where it's associated with Notepad.
Notice that it's not about the file content at all - it's determined by the extension (.csv) alone.
This seems to be a red herring; your problem with integration is caused by something else.

by looking at both screenshot think it happens because of file type association, the first one is opened in PC has MS excel, other one opened with Notepad. but its nothing to do with the application since "Comma Separated Value" is a common format. Just open both files and see the delimiter has changed ( in here should be comma, ) dealing with CSV is a kind of headache if someone used a comma for their values then it will cause issues since it will separate value from there, without considering original value separator. From a reliability and integrity point of view better to consider another format like JSON .
Yes, the third party integrator is saying that the CSV file being generated by F&O is not a real CSV at all but as the article says, it seems even though the extension is .csv, it can have variations.

Your understanding is correct. Like we have all different languages, also CSV files can have variations. There can be a certain code page or difference in the separator used. Check with your third party vendor which exact settings they need to process your CSV files.
Ask a sample file from the third party. Then open that file and the file that you exported from D365 in Notepad, and find the differences. Also ask the third party for accurate description of their file format if you need to.
