If the expiration date of the sales quotation has expired, can I set up a warning message when linking to the sales order?

This would require a customization.
Why is it that you want to have a warning message there?
If the quotation is experied, the customer should ask for a new one.
Otherwise, you don't need the expiry date!?

You set a date on the quote header itself so you should be able to set an alert on it.
It is on the overview tab called expiry date. Sales Ledger - Parameters - Expiry Days
You can in any case set up follow up actions for a specific sales person

However I would prefer to have e.g. daily or weekly exception report - maybe .
one for all quotes due this period and another for those expired, various sorts by salesman, or customer etc are possible.
In general I would expect the sales team to spend a lot of time visiting the Quote screen- to follow up - and similar sort by quote number/date /status will tell you what you need to know.
