Using Print Management for WMS Bill of Lading

Hello all,

In 2012 R3 the WMS Bill of Lading is available through Print Management, on my company R2 Cu4 instance it is not. I compared the form between the two and there are no differences. All my configuration keys are turned on but the original, copy and use print management buttons are not available. 

Is there a way I can make this active on R2?
