Not knowing what data you want to include in this report, I'll take a stab at it. FRx is strictly a financial reporting tool and provides only the ability to pull GL account level info from GP. Of course you can link outside data to FRx reports such as data in an Excel spreadsheet but it sounds like you want to pull the forecast data out of GP.
Two tools for you to consider are Crystal Reports or SQL Server Reporting Services (SSRS). I prefer Crystal because you don't have to have quite as strong SQL skills to utilize it as you do in SSRS.
