I believe I am running into an Outlook permissions issue, maybe something else as well, but my team can only assign tasks to themselves, not other users. Help!

Could you please check both the user (who is assigned, to whom you are assigning) security role having task privileges read, write,assign. In addition also check the business unit access of the user.
Thanks Goutam! That is the problem, I can't find any entities for task - do you know what section it would be under?
Its Activity entity under core records , try to give all the access .
You are so wonderful, yes, I was looking for "tasks" and didn't even think it would roll-up into activities!
