Hello,
You can achieve this via the SDK by cloning the child records from the parent Quote to the newly created quote. You can do this either via a Workflow Activity or a Plug-in in CRM triggered when the new quote gets created. In order for this to work, you need to have a reference for the parent quote in order for you to be able to fetch the child records.
