Hi, as far as I know, there is no need to upgrade to BC23. The document was updated on 12/02/2022, and the version at that time was Business Central 2022 wave 2 (BC21). BC22 should include this feature. It is recommended that you try again. If you still have problems, you can submit an SR to the Microsoft support team and let them help investigate the problem.
You can also join BC’s Viva Engage (formerly Yammer) group and directly ask the person in charge of localization there.
