No, multiple organization support means, you can setup multiple organization in single installation of CRM, for example you can create multiple organization for different client or may for Dev, QA and prod.

Main diff is: Workgroup - Maximum allowed 5 users and only single organization
Server- Any number of users, multi organization support.
