Hello,
For Business Central on-premises, there is currently no Partner Center equivalent that lets you independently regenerate the traditional on-premises license file. Microsoft still documents PartnerSource Business Center (https://businesscenter.mbs.microsoft.com/) as the place where the customer’s managing Dynamics partner generates/downloads the license after license changes or upgrades; Microsoft Learn also explicitly notes that on-premises partners still use PartnerSource to order licenses and generate new license files. So if mbs2.microsoft.com is unavailable, ask your ERP partner to use PartnerSource Business Center directly; if that portal is also unavailable or the downloaded BC28 license is corrupted, the safest route is for the partner to open a Microsoft support request rather than reuse or modify the file manually. Microsoft Partner Center is primarily for cloud/CSP licensing and is not the replacement for generating BC on-premises license files.
