Thanks much for your reply, I am installing SP and Dynamics GP WF on stand alone server means Dynamics GP Database , SP and WF is on same Server.

Understood. If its all on the same server, it must be a SP install issue. Have you tried re-installing? Try a reboot first.
try replacing 'localhost' with the server name? - again, it could be anything...your permissions, anything. I presume you have administrator rights.

If you have installed SP as basic installation than you probably have SQL2005 Express edition installed? Check to see if all your Dynamics Databases and SP databases are on the same instance of SQL? Also, make sure that the account that you are using to login is created on the SQL server and has the permission as Security Admin and dbcreator.
