Adding to what Tammy replied... MRP is driven by many factors off the Item Card, Replenishment and Planning Fast Tab, Sales Order and Purchase Order documents, Forecasts potentially and other setups. Thank you for the question.
The first thing that comes to mind is that if there is no other demand activity (sales orders, production sub-assemblies/components) for the items which would cause you to expect production order or purchase signals, then perhaps the items have Safety Stock in the Planning fast tab on the Item Card. Or perhaps the on hand quantity has dropped below the Reorder Point, also in the Planning fast tab.
There are a LOT of variables which could contribute to purchase or production order signals. If the ideas above don't point you in the right direction, and you don't receive any other ideas from the community, then you may wish to raise a support request with Microsoft support via your CSP/Partner.
