RE: Web Form must have a Start Step.

    Hi partner,

Start Step is an attribute of the web form. You have not set the Start Step web form attribute. The first step cannot be of type "Condition".

You can refer to these two articles: https://docs.microsoft.com/en-us/dynamics365/customer-engagement/portals/web-form-properties#web-form-attributes

    https://docs.microsoft.com/en-us/dynamics365/customer-engagement/portals/web-form-steps

    Hope this helps.

    Best Regards,

    Lu Hao
