Our client needs to clean up / delete unwanted records from this table. what is the best way to accomplish this. what is the impact if we delete these records.

This table contains the various dimension combinations. If you want to delete not used records, it has almost no use. What would be the gain of it?
You can try to see if the combinations are used in the Inventory transactions. Also the 'all blank' should remain.
I think there are relatively little records which seems to be obsolete.
When not linked to an inventory transaction there is a little chance that it is used at other places, like a sales order of type 'Journal'.
So I would not recommended to delete records from this table.
I you do delete records and it was used, AX does not know e.g. which Warehouse or other inventory dimensions are applicable.
